phoebe (pokemon)

Phoebe, known as Fuyou in Japan, is a character introduced in Pokémon Ruby and Sapphire.

This member of the Elite Four apparently gained the ability to commune and even converse with ghosts, thanks to her training at Mt. Pyre.

She is dark skinned, has blue eyes and short spiky black hair. She wears two hair flowers, a blue bandeau, a blue floral and poke ball print sarong, an anklet, and is barefoot.
